HIV positive - what delhi government is doing

I just read a news article about Delhi Government giving aid to HIV positive patients. Obviously its a great initiative. Specially when Delhi is the first state in the country to have initiated such a scheme to help the HIV positive people.

But i was aghast to read the amount being paid to these people. Also why having various criteria of giving such help. We all know AIDS is dreadful disease. It may happen because of any reasons, but then we should not treat HIV infected people like society's dead wood. I am really surprised, how the government comes up with such a minimal amount of Rs.1000/- per month for welfare of these people. Below mentioned is the excerpts from the news article.

" While people registered with the government and presently undergoing antiretroviral treatment at any of the nine listed government health centres will get Rs. 1,000 every month, HIV positive orphans, destitute or abandoned children living in government shelter homes will be given a compensation of Rs. 2,050.


Among other criteria for HIV aid eligibility are that the infected person should be a Delhi resident for the past three years, with a family annual income of not more than Rs. 1 lakh.
The destitute or orphans should be born of either parent died of the deadly virus. " 

Hopefully there are  NGOs and  other agencies who are working for welfare of AIDS patients and other HIV positive people.  Expecting everything from government is really not desirable.
